madara said "a bijuu" not the kyuubi and when theres 9 of em, why put PS to the TOp when we dont even know if it can beat the ichbi?

Because from what ive seen in the manga he hasn't met any of the other Bijuu he cant compare his Sussano to a Bijuus power he knows nothing about, he would know the Kyuubis capabilities since he fought with him, so he seems most likely the one Madara was talking about just a guess though

but madara didn't use the ps against the kyuubi he just genjutsu'd him the same as obito
and the tailed beasts aren't equal in power because the kyuubi had to be sealed last or it would break the gedo mazo

Ok first, Madara was around when hashirama had all the bijuus with him and he split them up to every nation for peace. (when uchiha and senju worked together) so im sure he knows about other bijuus.

1. Kurama ate the silver brother. Which means he beat them. Then he decided he didnt want that weak $#!t in his stomach so he threw them up.. You fail.

2. Minato beat kurama with help from the villagers and gamabunta. He had help, so you fail again.

3. Madara controlled him with genjutsu, and nothing in the manga says that hashirama had control of kurama. Mito was said to have sealed him.

they claim that madara said that perfect susano was equal to a biju even though he merely compared destructive power

Also in addition to what TheSages456 posted (the part about Madara just stating that only a bijuu could create as much destruction) Madara states THE Bijuu not a bijuu.

That logic doesn't work. That's like saying 4 tails> Six Tails but 6 Tails> 5 Tails. Many argue that 4 Tails is much stronger than 5,6, and 7 Tails. It's actually about opinion as Hachibi doesn't know a thing -.-
