I'm going to say this. Going from solely the Manga which everything is 100% legitimately from the creator. It's plausible. Now people just take this into consideration first.
Indra was Hagaromo's son, he inherited his doujutsu, but it was a mutation; the Sharingan. The swirl design is 90% a Mangekyo Sharingan, or arguable an EMS, due to the fact that I doubt he could go blind because he has the "strongest" version of the Sharingan. The design also happened to HIGHLY resemble the Rinnegan. Coincidence? I think not. Indra also had a PS that was stabilized by itself.
Madara's first canon "stabilization" of his Perfect Susano'o was shown in the VOTE battle. Now here's where it's a little tricky and the debating. Could it be stabilized by it self as it's own entity? I'm going to say no, and I have a valid justification.
If you make a house, you have "Support beams". The Kyuubi acted as the "support" in this case. It would be much easier to use Kurama's form as a "template" for the PS to stabilize. Because it is around the Kyuubi it also would NOT have to stand on it's own as it is being supported.
Same said for when Sasuke covered BSM Naruto. Kurama's shroud was the "template" to "stabilize" it and it merely rested on top of it.
This is why I think that anyone without the Rinnegan cannot stabilize the PS, Indra is the Obvious exception being the son of Hagoromo and having a "Pure" Sharingan and MS and being so close to the Rinnegan.
I acknowledge that this is just a theory and I could be wrong.
