Absolutely wrong. Onoki knew that even before, that Madara had Perfect Susano'o which was well before he obtained the Rinnegan and Madara never denied it. PS is the final technique of the Mangekyo, it's that simple.

Indra also doesn't have Rikudou's Chakra, so it's fair game to use him as an example.

OP mentioned that Hagoromo's Chakra is required in order to use PS which is why we're not bringing that up.

I don't think EMS is necessarily required, but I tend to think that it grants the user the chakra potency needed to awaken PS. That's personally why I think Indra could awaken PS with an MS because his chakra potency was so great that he didn't need an EMS. Sasuke's and Madara's weren't as great as Indra's chakra weakens as transmigration continues to occur which was why Sasuke and Madara needed the EMS to awaken PS.

With EMS Madara and Sasuke showed the same iso Susano'o. Neither showed a standing PS with just EMS. But iso Susano'o is still a PS regardless.

stabilised PS is a natural progression of Susanoo. All it requires is a massive amount of chakra from, say, being madara, or having a Ghost buddy give it to you. The reason that most MS users cannot use it is that they don't have enough experience with MS before going blind. Contrary to what people seem to assume, EMS itself isnt a power boost, it just lets you spam attacks without going blind instantly.

I can agree with that. I believe part of it is chakra potency as Sasuke's Susano'o only upgraded due to his increased chakra potency due to his hatred manifesting and PS is significantly above the other stages of Susano'o.

We are now going to argue about the meaning of "Rikudou Chakra". I will say that it refers to a certain quality of chakra, in this case belonging to Obito. You will disagree and say it refers to Hagoromo's Chakra specifically, and then we argue about why Obito should still have Rikudou Chakra from when he was a Juubi Jinchuriki. I will use the same logic you quoted.
