-PS only can be achieve by higher level Sharingan

Iso Susanoo have all characteristic of PS Body form/attire.

Madara's PS had four arms while Sasuke's PS only two, the same characteristic can be found on Kurama's body

As I already said before, simply because they look similar, does not mean they are the same. Majestic Attire: Susano'o does not have to be Perfect Susano'o, but can take form similar to it.
