He was not born with rinne or Hashi cells- Hashirama, Kabuto and Tobirama ( he guided)enabled Sasuke to awaken rinne to keep up with Naruto.
Basically an Uchiha ( Obito) saved Naruto from dying stealing back the Kurama and completing the jubbi's chakra by adding the missing one tailed while Senjus saved Sasuke by lending Hashirama cells.
So yeah born with it argument is invalid for both of them.
