I don't think that's the case at all, as for at least in Pakistan, well although I can agree, some times the corruption can evolve by the citizens themselves, most of Pakistanis. altruistically, providing electricity and common settlements to support and help the country is part of the governments job, when you have these people increasing taxes on gas and bills, prices, even when they know themselves the state of poverty the country it self is in, is not the people's fault, people have killed, and done horrendous things over this, like burning themselves for load shedding. If the authority really focuses on doing something then this would've all been resolved. But no, "We will end this by next year" and there, the next year never comes, The Taliban recently sent the media a letter of threat cause they aren't doing anything in this country to restore shariah and Islamic rule. And in Pakistan, even the voting system and election have no justice. Zardari killed his wife to become president, provided the people thought cause he was benazir's husband, we might see a better side, and If you know how much corruption was caused during that when zardari came and warmed his seat on the chair, you'd know, no one voluntarily contributed to corruption. It was much better when Musharraf was here.
Give the police some paper and the allow utmost everything, like as much as taking a weapon into area which prohibit them. For how much, 100, 200 hundred or more rupees. Give the federal board some money, they can issue fake degrees. And etc etc. If the government can help resolve some of these problems, then there might be a beacon of hope. As the citizens themselves are also progressing towards corruption, the government also needs to maintain a stance, one person does needed to take a step for resoulation, otherwise the country isn't gonna be ok.
