[Suggestion] Proposal Thread?

Just like the title does say, from my view point is that something like this would speed up the work and stress on mods. I got this spark from this:

The fact that you say restrictions can easily be made, means you don't really have an idea how to balance things out. You can't just stick "has to be a sensei and sage rank" or something like that on everything. >_>

Personally I'm really not for the idea. Apart from that, it would cut even more of our time into working on this instead of other things we have planned.

So what I'm asking? Okay, as you'd think the mods should do just about everything you might not configure there's other staff planned, like I do...so it brings me this idea that members help staff and staff help members. How? The title says a clue, though I do ask for suggestions on this and I just thought this out. On topic: members would have a template of proposing their idea for change which would be reviewed by the mods and talked over to see able...or.

Hmm, well I meant like having a thread that could be for posting a proposal on a matter of something that is to be. Where you'd be given a template you fill out that concludes your idea's functionality...
