He's got lot of toad sages as his servants like Fukasaku, Shima, Bunta, Hiru, etc....
He's the Sage king of all toads . IMO he doesn't need abilities to be good.

He can tell whats going to happen like he told naruto he's going to meet an "creature with octopus tentacles" and would battle a "young man with powerful eyes".

maybe he was the real inheritor of the sage's body...he just met a fairy who disguised as an old lady, asked for a sandwich but he refused...after that the old lady magically transformed into her old self and turned him to a frog...only to be back to his old body if a kunoichi chooses to love him despite his appearance...
