Sasky literally had his power ups handed to him on a plate. Itachi died before he could have any power handed to him.​

How is the CM borrowed? He never even asked for it,it was given to him by force,and he mastered it unlike everyone else who got it,and people make a big deal out of Itachi's eyes,they all forget the condition Itachi's eyes were in when he died - i have a thread about it.I might post it in a few minutes.

Sasuke earned the CM,he fought Orochimaru one on one,set his face on fire,impressed him,gain his respect,and from that,Orochimaru decided to give him the CM.

The CM also restricted Sasuke.During his match in the prelims he couldn't activate his Sharingan or use chakra cause the CM would start to take over.No chakra meant he couldn't even use Jutsu.

Anko who had the same CM for years was still negatively effected by it,and the Sound Four,who are expereinced CM users said that the CM would take control of Sasuke if he never learned how to control it and he would become nothing more than Orochimaru's puppet like them.

Sasuke mastered it by 16.
