Or perhaps it has to do with the will power with those with less resitance to being taken by the edo jutsu coming in last, or perhaps it has to do with the fact that Oro already had control over Hashi and Tobi and so they would form quicker than the 3rd and 4th as it is his first time summoning them.

There are 10+ different reasons as to why what happened was the case and your explanation is lacking that pesky thing people call evidence.

It's not far-fetched believing that a perfect jinchuuriki is above Tsunade. Especially when they became a Kage despite being a jinchuuriki.

Yes she loses to Yagura. He is faster than her, he's the Jinchuuriki of the 3-Tails (Also a Perfect Jinchuuriki) and in his Full Bijuu form his durability his increased by the his Bijuu's shell. He can roll at high speeds with a lot of force behind it to smash his opponent, and last but not least, he can use the Tailed Beast Bomb.

Yagura is definitely above Tsunade.

. As u cn see from the zetsu rising in pg 14, we see that the second from the rghtis coming out quickest. Tht means it has less power compared to the other zetsu(noticably minato and hiruzen). Now, as we all know..lighter objects come to the surface(if in a liquid) faster thn the heavy objects. Thics can be applied overhere as tobirama has less power so he is coming out quicker, Compare this to hiruzen and minato(and hashi)
