Taijutsu means the basic form of techniques. It refers to any techniques involving the martial arts or the optimisation of natural human abilities.
Types of Taijutsu​

prof naruto classifies taijutsu into 3 types
i) Reflexes
ii) Speed
iii) Strength
Reflexes

Comparing the taijutsu of Itachi and Minato
Itachi's strength = x/10, you have to tell the value of x
Itachi's reflexes = y/10, you have to tell the value of y
Itachi's speed = z/10, you have to tell the value of z
Itachi's taijutsu = x+y+z/30 -- Calculate!

Minato's strength = a/10, you have to tell the value of a
Minato's reflexes = b/10, you have to tell the value of y
Minato's speed = c/10, you have to tell the value of z
Minato's taijutsu = a+b+c/30 -- Calculate!

Minato is faster than Itachi, thus Minato better...In any case Minato soloed A and I cant see Itachi beating Raikage.. even Madara couldn't keep up
