Hmmmm no, if you think about it Tsukuyomi's difference regarding other Genjutso is the compression of time. By an Eternal Tsukuyomi I'd say it could be talking about a Tsukuyomi that will last forever inside it's target's mind. Effectively dragging all human kind into a reality that would controlled by the Tsukuyomi's caster.
Inside this Tsukuyomi Tobi or Madara would be Gods and his will would be reality. You could say that in a matter of days everybody would start ring due to dehydration and hunger. But then again a few days in this Ultimate Tsukuyomi might just as well be an eternity.

I agree with this. When I first heard Tobi's plan I took it as him meaning to wipe everyone out. No people, no war. But in genjutsu you can still move your own body so I guess people could still get business done if he does choose to sustain the world. But I do think Tobi's plan is to end the world.
