Mingo is further than a little below Admiral level. She's probably somewhere between Admiral and Vice Admiral at prime.

You use that word, afraid, a lot. I don't think you know what it means. Doflamingo was more pissed and wary than afraid. I'd like to see her be at the same level as Garp tbh. Not necessarily equal to him, but in that ballpark.

just because he seemed afraid doesn't mean she's stronger or even strong enough to match him. It's smart to retreat from a powerful enemy after a big operation before anything could go wrong and that'll make your whole mission pointless. Plus he had weaker family members to worry about. What if someone like baby 5 got captured?

If you don't know how to defend to it, you're screwed. And I'm pretty sure that would include most of Doffy's family at the time because they aren't that bright.

Doffy awoke haki since he was a kid and fb Doffy could already use birdcage, something that remained his strongest attack even currently. I doubt the difference was that huge, yet he is afraid of a out of prime Tsuru. She was likely a beast in her prime

I'd say she was Low admiral level in her prime. Maybe a tad bit more as well.

And Doffy wasn't particularly scared of her. He made a strategic and wise choice for his crew. In fact, I think he could beat her like high-extreme diff back then..but the casualties would be crucial for both sides. v_v

And who's to say that his Haki and Bird Cage haven't gotten stronger since then? You're assuming that a technique remains the same strength all of the time. Do you also assume that a Jet Gatling from Luffy now would equal the Jet Gatling he used against Luffy? Would a Party Table from Sanji now be the same level of strength as a Party Table from Arlong Park?

And how do you know that Tsuru then was out of her prime?
