So whose prime will the other character's reach or pass?

For example: Chouji's prime will be at the same level of the third Raikage. Or the strongest character they will be able to beat in their primes.

Suigetsu could develop into a great swordsman after he collects the other swords, his current one (Zabuza's) is a bit too unwieldy for him, he'll find the best sword for him and develop his swordsmanship skills and strength considerably. Not sure who I'd compare it to though. Maybe Kisame level at a push?
