A technique that completely negate all Ninjutsu is godly. He was only able to use it once during the fight against Orochimaru because of old age. Prime Hiruzen could have easily spammed it. Putting someone in Shadow Imitation Technique with a Kage Bunshin while having another go in for the kill.

It is a legit Jutsu that stopped Orochimaru's 3rd coffin from coming up. Regardless if Minato had his soul intact or not, Neutraliser would have stopped it anyway.

Orochimaru said he couldn't summon the other body because minato's soul is stuck in Reaper death seal.
