Hirzuen's base speed is equal to V2 Ay. Hiruzen's physical power is equal to Ay's. I repeat, he can use every technique in the leaf as good as the people we see using them normally.

Restrictions: Reaper Death Seal, Edo Tensei, Technique Neutralizer.

Notes: Hiruzen starts out with his staff. This is just Deva, not all 6 paths.
