prime hiruzen>all of the other kages,minato,naruto,j-man,oro,5th,3rd,itachi,sasuke,kabuto,kakashi.gai yamto, and so on

not all at once but would kill them all in 1v1 or some 2v1

This is a pretty obvious fact. People will ask, "How can you say that? We havent seen him at his prime". But the fact that he was called the "God of Shinobi" speaks volumes about the man's skill. He even took on Edo Hashirama and Tobirama at once!! 1 vs 1, he could DEFINITELY take 98% of all shinobi. Hell I'll go as far as to say there's probably only about 5 people in the history of the Narutoverse who I would back more than Hiruzen Sarutobi to win a 1 vs 1 fight!

People will also say "..., ..., ... have a chance of winning." Ofcourse everyone has a mathematical chance of winning, but some have a greater chance than others. Like I stated earlier, there's only about 5 (imo) that have more than 50% chance of winning 1 vs 1 against Hiruzen.
