Kaguya is stronger than Hagaromo, but Hagaromo can seal her easy because the yin yang seals are her weakness, even more so with limbo.

There is no such thing as ''was in Naruto time''. Kaguya had been dead for millennium, and Hagoromo links ''was'' to her, which means during her time. Anyway, Hagoromo became a Jinchuuriki after Kaguya had already been sealed, and that's what the thread's topic is about.

And theoretically, he's spiritually alive but physically dead.
