Unless definitive proof stating any Rinnegan user can use it, it's just fanfiction. Same with Limbo clones using Chibaku Tensei or Perfect Susano'o.

its not just a shadow clone. its invisible to anyone who doesn't have the s06p chakra or the rinnengan. and also the real madara can switch places with any of the clones at any moment. so thats why its a rinnengan tech.
