Prime Danzo < OR = Prime Hiruzen.

Meaning, Prime Danzo > Rest of NV.

However, one must also include Itachi in the equation. Totsuka Blade is tough to survive in any capacity, and Yata Mirror has the reputation of being impossible to break through. Hiruzen can supposedly neutralise any jutsu, while Danzo can spam Izanagi/ seal Yata Mirror with Reverse Tetragram Seal. Therefore, by re-writing the equation, we get;

Prime Hiruzen> or =Prime Itachi=Prime Danzo > Rest of NV.
