Ao was the right hand man of Mizukage and had many battle experiences from many war. He manage kill a Hyuga so he's ought to be really strong.

High Jonin? he was able to beat 3 Jonin ninjas with light movements. and two gave up and did not even try to fight him. along with causal Name drop, Shisui, Itachi, Naruto and the 4th Hokage so far. Danzo was scared of this guy for a reason.

Yep. Ao is strong for sure but I think the main issue is Shippuden introduced characters that completely broke the power scaling in universe. Jounin were considered these superhuman elite ninja capable of taking down a small army by themselves. Then the Akatsuki is introduced and they make the Konoha Jounin look like fodder.

Ao is simultaneously strong and fodder at the same time. Schrödingers Shinobi. In classic Naruto I have no doubt he’d be elite. I doubt he defeated a Hyūga single handedly though. He more than likely led a team similar to the one he was with when he encountered Shisui and that team was able to take them down. Ao then claimed the Byakugan for himself. By Shippuden standards and War Arc standards though, Ao is absolute fodder.

He only one shotted Konohamaru with a sucker punch. No one expected him to have a chakra cannon built in to his chest. Doesn’t count if you ask me

Ao has said by Konohamaru as 'The Byakugan Slayer' which mean he is powerful enough to get the title, he is Anbu leader plus his role in shinobi war as head of sensor division not Ino dad. Besides his pall which is Hokage assistance Chojuro, Darui, Kurosutchi now respective Kages in the village. He is probably hokage candidates along with Mei before she is the one selected as Mizukage.

After he said to be retired, Chojuro selected as Mizukage if not it is high possible for him tu run the current Mizukage position. He maybe has been long planned before to be appearance on Boruto project in comeback, maybe there is the meaning for Kishimoto once he introduce to the character long time ago regarding Byakugan how it will related with Boruto.

Fact about Ao, he fought with Shishui and know his chakura, he can see through genjutsu with his eye as proven in Danzo attempt. He stolen or gain byakugan after some clash between konoha ninja in war or mission? Thats all.
