Description: The user will send their chakra towards the opponent to create electrical chains about one meter away from the opponent that are to circle the enemy to create a spherical image around the target large enough to trap about one individual inside. Once the chains are fully formed, they will then wrap themselves around the enemy's body within the sphere so that he is unable to escape. The user of this jutsu can perform the ram handseal to proceed to shock the enemy that has become trapped inside if he so chooses to so.

Cannot be used in consecutive turns
No S rank Raition during or after the turn this is used

So yeah this can be used short-mid range. Chains circle around the enemy (1m) and traps them inside a sphere. THe chains then wrap around the enemy within the sphere to trap them. Now this doesn't do any damage but this is the good part. You can use this as a trap to keep them from moving, and then use another jutsu (doesn't have to be lightning) or you can go ahead an perform one handseal to shock the enemy and it doesn't even cost an extra turn. xD. How'd I get away with all those upisdes IDK. Here ya go enjoy

I have a question though. How fast is the cage? I mean would it form immediately around the target? From thin air? Does is form then enclose to make body contact with the target?

It immedietly forms around them at their position, trapping them in the sphere. You basically channel your chakra in that area and the chains form around them. Its not lightning fast like maybe false darkness or other extremely fast jutsu like perhaps a normal jetting pillar, but as basic jutsus go it is pretty fast considering it forms at their position and does not require handseals unless you want to shock them (which is 1 handseal.).

Well there is an obvious drawback so I don't mind listing it and that's the fact that only fire jutsus can be used while this is active. (Can tai be used????), It's very dangerous to get near because not only does it burn but it can slice up solid objects due to it being pressurized. Although it is short ranged it can be used to keep a decent amount of space between you and your enemy (5meters reach.) Which is a pretty long reach. With no need for hand seals it is pretty fast and seems like one of the few good elemental techs that can be used in CQC. Not only that the length can be adjusted, to make it more manageable.

Yea, any other thing that does not need you to channel chakra can be used. This means, you can still use Taijutsu.
