We know that when ace was born, his mother portgas d rouge held ace in for 20 months (10 extra months) to avoid the government amd make sure he was delivered. I dont believe this is a feat a normal could do without the help of a devils fruit. Which fruit would allow portgas d rouge to hold ace for so long? The gomu gomu and its stretching properties allowed portgas d rouge to hold ace for so long.
This also explains why shanks was in possession of the gomu gomu. Him serving the pk himself, was aware of rouge's df and her pending pregnancy. Luffy wasn't alive at the time so like whitebeard felt initially after meeting ace, shanks was probably going to anoint ace as the leader of the new generation. Im sure shanks had hi expectations for the son of his captain since he probably best understood aces potential.
So after ace's mom died, the gomu gomu no mi goes back into circulation. Shanks somehow knew where to get the resprouted fruit (similar to how flamingo knew where to get the mera mera). But it took shanks about 5-6 years to find this fruit. Now if shanks wanted the fruit for himself, he would have ate it on site but he saved it in a container. That shows that he never intended to eat it himself and he was going to give it to someone. Who did shanks want to give it tooo?? The answer is ace.
Ace was supposed to get the gomu gomu fromshanks because shanks wanted ace to have his mothers fruit (and also his mothers will so to speak). But what happened instead was that the son of dragon accident ate the fruit and grew up together with the original owners son.
Also,why is dragon the most dangerous man in the world? Well lets think. If rouge was the previous owner of the gomu gomu, then that means that roger the pk didn't use luffys df. If roger had a fruit power, i always point towards his interaction with shiki when roger had 1 ship up against shikis fleet of ships. If you notice during rogers n shikis interaction, the weather looks completely horrible like a storm is about to happen.
Keeping that scene in mind, if rogers powers allowed him to create some sort of storm, whos powers have shown something similar to that scene. The answer is monkey d dragon. Dragon has the same fruit as the old pirate king and thats what makes him the most dangerous person in the world.
This is also what makes luffy the child of destiny. He has the same goal as roger, the fruit of rouge, aces will, dragons blood, shanks belief, and the same ability to attract allies as that of joyboys
