I don't even meet the requirements to enter this contest but that's not gonna stop me from voicing my opinion.

Prompt 2 - Who is the best Villain in the story? Villains can be who ever you want. It can be Orochimaru, Obito, Madara, Evil Itachi, Zabuza, Mizuki... you can choose who ever you consider a villain. Then, explain why your villain is so significant. Explain why their reasons for being a villain are justifiable. Explain why they are a better villain than the rest.

Nagato (and by extension Pain)

Significance:
1. Nagato truly fought for a peaceful world (even if his methods were cruel because of his two great pains) which is a noble goal. He cherished his friends, his master, and (as shown in his death) his enemies. The fact that he caused such pain to Konoha but was willing to bet on Naruto and restore the lives of those he killed shows that he is the most human of all the antagonists.

2. His Shinra Tensei above Konoha that utterly destroyed it still has significance in the most recent chapters as it is not fully restored (as far as we can tell).

3. The final significance is that he indirectly molded Naruto into the character he is today through Jiraiya's teachings. He said to Jiraiya "Peace… I don't know how to get there… but… but someday I'll break the curse. If there's such a thing as peace, I will find it!" which gave Jiraiya the idea for the chapter in 'The Tales of a Gutsy Ninja' (which we have seen through Naruto and Nagato's eyes). It also inspired Jiraiya to seek peace in the world which he passed down onto Naruto.

Justifiable:
He sought a world free of pain and so by helping out Tobi to retrieve the Bijus for his Infinite Tsukuyomi he was helping to achieve this noble objective of an illusory utopia.

Better Villain:
He is a better villain than the rest simply because he is relatable as a character and he is the only ninja who is still human with rationale, a good sense of morals, and will listen to the reason of his enemies.

Heads up to the OP: I edited my post to include manga scans that prove each premise and a picture to begin the Prompt as Obito at the peak of his power (Juubi Jinchuriki).

There are multiple villains who posses great power in Naruto, but for me there is something more important that only few villains and characters have. Interest. So, what makes a character interesting to me? I am a fan of the mind, a character's psyche. My favorite Batman character is Two-Face, of which that factor is a major component. The shining knight falls to become the demon he opposed. Another favorite is General Zod from Man of Steel where his actions are truly good. A man who is hellbent on rebuilding the same planet that exiled him because he is Krypton's savior. His sole purpose is to protect a planet that he loves despite the people on it. His respect for those who are with him, Faora for example, and his never stop militia attitude made for a great villain. To Earth he may have been the devil, but to Kyrpton in his mind and to his crew, he was their savior.

Referencing to the those two examples I made, both Jugo and perhaps Pain are the Naruto counterparts. Jugo is without a doubt my number one favorite Naruto character, but for this contest, I want to talk about one of the most intriguing character minds I've ever seen. It's extraordinary to me. The character who I am deeming best villain and the one who I will talk about is Obito Uchiha.

Obito as a child held zero interest for me. Him being like Naruto as a kid only made me dislike him. I did cry when he "died" however, but mainly for Kakashi loosing someone close to him. As Goofy Tobi, he was funny, but again, no real interest. I also dislike him a Masked Man during Konoha's attack. With what has been revealed from the initial flashback of the attack, I have more likeness for him, but I did not have any interest in his character at all until his real persona as Tobi was revealed. A true nobody was this man. Part of me wishes he would've stayed this way, but with what I'll talk about later, I'm content he didn't. Tobi was malicious, powerful, a true preacher, and the incarnation of the an anonymous threat. One of the greatest anime mysteries ever. Then comes my favorite lines from Tobi. "Madara? Tobi? Call me whatever you want. It doesn't matter" and "I am no one! I don't want to be anybody!"

If he would've stayed unmasked or been revealed as someone new and not given a backstory, those lines would've forever been etched in history in my head. Such powerful and frightening lines. While everyone was focused on Orochimaru, the Swordsmen, Itachi, and other rouge ninja, nobody saw this threat coming. As he had no home and as he was nobody, he was an invisible terrorist and that is truly scary, as well as interesting.

When the mask came off and we had the "It's all about Rin" line, interest fell. Not completely, but it did. However, it was saved by possibly one of the greatest character psyche's ever. Obito meets someone and has a built up persona of them in his head, like we all do with everyone we meet. When that person does something unexpected, he does the insane. He believes this person is a fake and that the real Rin or Kakashi, the ones he has a idea of who they are based on the interactions he's had of them, would never do this. This is an extreme paranoia. Imagine being in his shoes. Everyone around him is a character. It's all a play. If someone does something out of character, than the "real" character is dead to him. It's so intriguing to me. His entire life is all fake and the only thing real to him are his thoughts, his dreams, his ideal play. He is a paranoid delusional lone terrorist. He may of had true followers, like Kisame who shared his ideal, but this is truly a man who is alone. He needs to complete his eye of the moon plan to be real, to be alive, to meet those people who have been replaced with fakes.

There are many villains who interest me in Naruto. Sasori, Kisame, Pain, and Jugo, among others, but Obito's psyche makes him by far the most threatening. Every other villain believes the world is reality and can feel true pain, but Obito isn't alive to feel that pain. Due to his paranoia, he will never feel pain again because he isn't in the perfect play, reality. He is in a fake world, a rip-off of the ideal world he is believed he is due. We all have our perfect, ideal world and Obito is the incarnation of someone who will not let that dream ago. Everyone else, with their detailed history and reasons, are irrelevant in the fake world. In his dream world, he'll give everyone what they are due. Their perfect world. That begs the question "Is Obito a villain" because he wants to give everyone their perfect world. And that simple question, "Is Obito a villain," makes him one of the most dangerous and the best villain in Naruto. Why?

Because whom is more evil than the devil who may be confused with God?

Thread is full of Obito posts and people are still choosing him lmao. People obviously don't know how to win a competition.
Not really. There have been a couple of Hokages (1-2 Minato, 3 Tobirama and 2 Hashirama). To my knowledge, besides me, only a couple have done Obito. There has been a good portion of people doing Nagato/Pein (Look at Centipede's post).
