I don't even meet the requirements to enter this contest but that's not gonna stop me from voicing my opinion.
Prompt 2 - Who is the best Villain in the story? Villains can be who ever you want. It can be Orochimaru, Obito, Madara, Evil Itachi, Zabuza, Mizuki... you can choose who ever you consider a villain. Then, explain why your villain is so significant. Explain why their reasons for being a villain are justifiable. Explain why they are a better villain than the rest.
Nagato (and by extension Pain)
Significance:
1. Nagato truly fought for a peaceful world (even if his methods were cruel because of his two great pains) which is a noble goal. He cherished his friends, his master, and (as shown in his death) his enemies. The fact that he caused such pain to Konoha but was willing to bet on Naruto and restore the lives of those he killed shows that he is the most human of all the antagonists.
2. His Shinra Tensei above Konoha that utterly destroyed it still has significance in the most recent chapters as it is not fully restored (as far as we can tell).
3. The final significance is that he indirectly molded Naruto into the character he is today through Jiraiya's teachings. He said to Jiraiya "Peace… I don't know how to get there… but… but someday I'll break the curse. If there's such a thing as peace, I will find it!" which gave Jiraiya the idea for the chapter in 'The Tales of a Gutsy Ninja' (which we have seen through Naruto and Nagato's eyes). It also inspired Jiraiya to seek peace in the world which he passed down onto Naruto.
Justifiable:
He sought a world free of pain and so by helping out Tobi to retrieve the Bijus for his Infinite Tsukuyomi he was helping to achieve this noble objective of an illusory utopia.
Better Villain:
He is a better villain than the rest simply because he is relatable as a character and he is the only ninja who is still human with rationale, a good sense of morals, and will listen to the reason of his enemies.
