What makes madara my number one pick is the fact he is embarrasing everyone unlike obito who looks like a total goofball getting owned by naruto and kakashi like that. Orochimaru second because nobody can seem to kill this guy and yet even so he is still very knowledgeable, powerful and can never be trusted. Juubi 3rd simply because we have everyone trying to stop it yet nothing seems to be working against it. Obito is a horrible villain and i seriously wish it really wasnt obito behind the mask. Sasuke imo isnt even a true villain but thats why i put him last

Yes but he'd make an anticlimactic final villain as he doesn't even know Naruto or Sasuke unless you want Hashirama to be the one to wrap up the series which- hey, wouldn't even surprise me at this point. It's not all about power, Madara shouldn't even still be around.
