As Hagoromo was the one who took the seals back, this means he is the one who should assist Naruto and Sasuke to dispell IT. This is most likely the motive of why he still lurks in this place.

He is the one who got the seals needed to dispell IT, and also he would be a backup plan in case of Naruto or Sasuke dying in their last battle (Hagoromo got the Rinnegan, and also he is in friendly terms with the tailed beasts to dispell IT alone).

Hagoromo said before Sasuke and Naruto left to fight that he could not stay any longer and was going to disappear. Notice he isn't floating next to Kakashi anymore. He's already left.
