His plan was technology. With everybody raging on forums and social media, or being too busy on their iPhones or taking selfies, wars will be replaced by flame wars and the hatred will be confined the Internet. It's the perfect cross between Naruto and Sasuke's plans. Connect with everybody and share your feelings over social media (Ninshuu) and give the people something to hate (pretty much everything on the internet).
