Speed 4.5/5.0 from 3.5 ( naruto save sakura from poison kunai) Stamina 5.0 from 5.0. Hand seals 2.0/2.5 from 1.5. Total 35/32 from 26.​

are you forgetting datebooks use base mode? so kyuubi chakra and sagemode would not be tracked

so how much have base Naruto improved? his ninjutsu got better, his genjutsu hasn't much, nor his taijutsu and his intell is not a 4.5 I see 4 at most.Base Naruto is not as fast as base Lee kinda crazy to think that imo. So yes I think somewhere between 28 and 32

Saving Sakura wasn't all that impressive fodder ninja have been shown to do things similar. Is that your only reason to give Naruto a 5 in speed? Come with more feats and intelligence has more todo than just outsmarting and when did he out smart Obito and the Raikage? I believe Sage mode is a transformation not a base mode since 8 gates is counted as a transformation and not base mode.

2. he didn't out smart him,he was givin info on his scar and clashed with him. It was a win thanks too having greater reflects(in sage mode) and help. Not only that the raikage was being controlled so where did Naruto outsmart him?
