Its Tobi before he got nagatos rinnegan. Gedo Mazo is restricted. (actually bot could still control, madara said obito can without rinnegan as he is uchiha with hashiramas cells)

Tobi has his Kamui, he has a second Sharingan implanted (like against Konan), means his Sharingan has 2 x ten minutes of izanagi, the first one will be used with the fodder sharingan and the second if needed with the kamui eye.

+ he has the Uchiha fan and can shoot various weapons out of his eyes (hug kunais, shuriken, rods, etc.

+ he has all Mokuton techs he has shown so far and the huge Katon.

Pain is at his state in konoha, all 6 paths have their power available.

obito can dodge anything pain has. bansho tennin may take effect but given, of all people, obito knows everything nagatos capable of, he wouldnt be surprised in the least and would already have a counter. his massive katons absolutely roast the animal summons. his mokuton can restrict human and naraka before they can take his soul. mokuton spikes destroy them fast. obito then tries katon again and preta path absorbs it. changing his strategy, obito phases underground and warps preta away but eats shinra tensei while escaping. wounded, obito goes izanagi mode, and warps deva after a gruelling fight.

you underestimate his speed. he can go intangible within a mere instant. mokuton provides defence and offence. full intel means he would spend a lot of time using izanagi ot catch pain off guard
