Pre-rinnegan Obito was indeed scared of Itachi

Obito made a pact with Itachi that meant Konoha was OFF LIMITS. Obito just waits for Itachi's Tuberculosis to kill him without gettin' his hands dirt. He waited until Itachi was dead until he moved against the village. From what we've seen of Obito's is mediocre Kakashi lvl when not when not spamming rinnegan.
