By equals kishi meant that he will be balancing their powers to be on same level.

It doesnt mean that they were equals at all times.

Even in part 1 when naruto beaten gaara he has gotten the edge, but sasuke got CMv2 and 3t to balance it out.

So basically their final fight or forms will be of comparable powers.
Kishi wont make them fight to death while one holds serious edge, if he would, power ups amidst the battle can happen.
