Just to beat Juubito.

Madara was able to defeat Naruto, Sasuke, the Bijuu, and Tobirama with ease.
Would Naruto and Sasuke really be strong enough to stand up to Madara?

Madara is already not doing anything. The stronger he gets, the less abilities he uses. In retrospective on Rinnegan, Madara could've just flatten them ALL with Shinra Tensei, or some even stronger stuff considering he used new Telekinetic, Tendou jutsus like that Rimbo/Limbo to subdue all bijuu simultaneously.

Nagato was perceived as unbeatable when he used the 1st path. The problem with him was that 1st, those were not his eyes, and 2nd, he had to split himself to multiple bodies and channel chakra across distance.

At this current moment, there is NOTHING that prevents Madara to just destroy every single person in front of him, except for Kishi's plot armor on those characters.

Though Madara probably just does not want to kill them. Madara only kills the ones that attack him atm. He just wants the plan to get going, not murdering people by thousands.
