There's not really that much to a PSU, and Chavez listed those factors. It has to fit, and give enough kick to run your system. As for cabling you don't really need anything out of the ordinary if you're not running a very advanced set up, and a lot of new PSUs are modular (Allows you to connect/disconnect the cables).

okat wat if i got a 250w and can i just put a higher walts onto the computer like a 400w or 450w or higher
If you mean that your computer uses 250w and you're asking if you can use a 450w> power supply, then yes. The power supply decides how much power your computer may drain from it, not how much it's supposed it. In other words, the more watts your power supply can deliver, the more capacity it has.

As long as it fits in the socket it doesn't really matter how big the capacity is, that's up to your wallet to decide. A 1000w PSU won't forcably stuff 500 watts into your GFX card because it "hasn't got anywhere else to put it". In that case you'd probably just have more than sufficient.
