Power Scaling Between Part 1 and 2

So I have seen a lot of people complaining that the power difference between part 1 and 2 is huge but I just wanted to point out that from the first page of the entire series which told us how powerful kurama was that people should of expected this level of power from some people (madera, hashi, naruto, tobi)

I disagree. It's become like DB vs. DBZ. The overdone powerups are my least favorite part of the series. Kurama was not shown to be that powerful in part 1.
