FRS isn't a mass-destruction weapon....
It did affected Raikage, Anime gives a better display...
He got all his body messed on molecular level but just on skin, why? Because those attacks are so small that edo can keep regenerating till the jutsu is finished.... And also FRS neutralized the LA...
If Raikage had been alive, he'd have some serious damage....
