If there any changes within a village, the village's Kage must go and ask a mod to make that specific change right? So I have been thinking about a suggestion.

The Kage would inherit the mod powers, except that person won't have the blue name and can only use his mod powers in his village. In this way, the RP mods will not be frequently 'pestered' to change the required things and would be much easier as the Kage would be active at all times and he/she know what changes are to made within the village. Like adding something to a list which cannot be edited by a normal member who posted it etc..

Kages are just supreme commanders of a militia (in this case shinobi), giving the kage that power is like giving a 4 star general of the united states the power to speak with other nations and make peace on behalf of the united states, not that they can't (well yeah, they can't due to several political and ideological factors) but it's not even their job. That's the job of the daiymo, however the political system gives the kage power as supreme commander and chief diplomat but no daiymo in their right mind is giving up a shred of their power, we don't know their job, we just know they are the rulers of their respective nations.

In order for these to work, the Kage would have to be placed in a special usergroup that allows them the permissions to edit threads, sticky threads, and other permissions that would be needed ( deleting, closing/opening threads, banning from threads, etc ). The problem with this is it is already an issue when Mods are made Kages, the reason being is that Moderator is a usergroup as well as the villages being usergroups. We have to be manually added to the village subforum most times, not like how Kages can just approve a member and they are automatically in the village. In order to keep our "blue", it's a manual process by an admin.

A Kage usergroup would likewise similarly, requiring an Admin to manually place you as Kage, which already happens anyway, but also enable viewing permissions to see that specific village forum. Given how frequent Kages change, I don't think this is a real viable option; it'd just be extra work for the sake of extra work. It's not necessarily "pestering" to get required things changed as if it is something village related and asked by the Kage, I tend to it fairly quickly after being asked lol, so it's not really an issue on getting something done.

MU already explained. Not having a blue name is really the least of the issues. Everyone who is in the mod usergroup gets by default access to the mod sections, the options to infract people etc. So an entire new usergroup would have to be created specifically for 6 persons or so. As it is now it's already quit a hassle to get the different usergroups compatible with each other. I regularly get requests of people because they are in a village, but also premium or sensei or a contest winner and they want to have that color with that banner etc. and I have to manually edit all of them as those usergroups are not compatible with each other by default. Then a few months later I get the request to change it again because they are not longer in that village, but their banner still shows.

Having yet another usergroup is not going to make things easier, especially when successions of kages tend to happen frequently in many villages.

In the end things like these are part of NW mod duties and then can be done very quickly if provided everything necessary. For example if you want to have a thread stickied, post the link to the thread as a mod can stick a thread from inside the thread. So he just has to click on the link, then some minor clicks in the thread and it's done. Villages who have mods with powers in the Rp sections in their village can also always request it of them.
