Power of TCM Hamura

Well according to the Last, hamura had the tenseigan, so its logical for him to also have the TCM,
so i have 2 questions,

1. Who is the strongest person that TCM hamura could beat?

2. what tier out of these does TCM hamura belong to,

Tier 1:
Kaguya

Tier 2:
JJ hagoromo

Tier 3:
Non Jin hagoromo, Rikudo Naruto, Sasuke and Madara

I feel like he's only second to Kaguya, Hagoromo and Madara. I'd put him in the same tier as Naruto and Sasuke.

There's no actual statement that rinnegan=tenseigan. That was a false statement by the wiki. You have to use your own reasoning for comparison. I do think that JJ Hagoromo is probably stronger (unless Haruma had 6 paths senjutsu, and tenseigan on top of that)

Well, since he had TSB, he'd have to have Six paths Senjutsu.

As for Tenseigan, it was said on japanese sites as well as in the novelization that his Tenseigan made up the very core of the Energy Vessel.

I was always under the impression that he had Tenseigan during battling the Juubi. Considering the fact Hagoromo had Finnegan and could use Six Paths Senjutsu even without the Juubi, I just don't see how Hamura can match that with a Byakugan.
