Honestly, the Jyuuken requires someone to be able to channel chakra to their fingertips and hands, which is an ability usually only a Jonin can do, or Hyuga trained in the gentle fist.

If I remember correctly, Himawari has had no such training, so logically speaking this shouldn't even be taken seriously. She has no training and shouldn't be able to channel chakra to her hand to make such a strike. Just stop taking comedy relief seriously just to prove a point. My eyes show me Himawari using Gentle Fist 2 seconds after awakening Byakugan, so yes, out right fact. And if that isn't enough, other Gentle Fist techs like Air Palm and Rotation are referred to as Bloodline limits as well.

Casting a jutsu is different from putting chakra in your limbs. The Byakugan was never stated to grant high-level chakra control, Hyuga's can see their chakra which is why they can control it well. When you can see the density of your chakra, it's easier to control, but even then you have to LEARN chakra control first.
