Raikage will win, except if Tsunade manages to get a hit off on him, which will be difficult due to his speed. It will also be hard for her to defend against his attacks.

It really all depends on if Tsunade can get a hit off on him. If she can, she wins, but if she can't he'll take this. She may have great endurance, but not enough to take multiple hits from him.

In the end, I believe the Raikage takes this one, the guy is just too damn fast xd
