What characters do you think had a lot of potential to become really strong shinobi but didnt because of plot,death etc? I say Kimimaro.

Kimimaro had probably the most potential of those mentioned. I'm probably going to get hate for saying these names, but as far as potential, Itachi/Minato had more potential than anyone, but neither achieved their full potential because of early deaths/selfless sacrifice
