War Arc Kakashi with 1 Sharingan/MS is one of the strongest character in the series, no contest, on par if not even better than people like Minato, Tobirama, Nagato and so on, as clearly showed by feats and supported by portrayal: able to one-shot nearly anyone with his Mangekyo Sharingan mastered prowess, Kamui was just too hax even with "only" the left eye mastery. Kakashi without Sharingan and Mangekyo Sharingan will never be as strong as War Arc MS Kakashi, even Shippuden pre War Arc Kakashi, let alone, obviously, DMS Kakashi with all Kamui powers, Perfect Susanoo, Kamui Raikiri, Rikudo enhanced speed and chakra and so on. Losing precognition and copying ability is such a great trouble as it takes out some great advantages for Kakashi (taking advantage of Sharingan to preempt the opponent in taijutsu or land Raikiri with ease, or to preempt ninjutsu and copy handseals before the opponent can even finish them); not having the visual genjutsu offense and defense advantage is really also a dropout though. But losing Kamui is really a giant problem; it's probably the most haxxed jutsu in the Narutoverse. Just think: it doesn't matter how powerful your attack is, there probably will be a defense strong enough to stop it... but Kamui says "I don't care about this... I'll just warp that shit and you in a millisecond". It was a top notch asset, that on top of Kakashi's other skills (smartness, speed, ninjutsu/taijutsu/genjutsu mastery) allowed him to have a chance to defeat nearly any opponent. Even Madara of all people acknowledged Kakashi's dojutsu and praised his skilled usage of Mangekyo. The fact is that Kakashi was so good that Kamui was the trump card on top of a skilled "base": without using his trump card, the Mangekyo Sharingan, Kakashi was able to fend off Kakuzu and Hidan together while protecting Shikamaru and the others, fight, trick and corner Pain's strongest bodies (while SM Jiraiya admitted inferiority to three of Pain's weaker bodies; Nagato felt the need to send Asura to help Deva, the strongest Pain body by far, right after Deva started fighting Kakashi), hold off Sharingan and Rinnegan enhanced V2 and together with Gai even Bijuu (

It's worthy to appreciate also his stamina growth, with the chakra pool slowly becoming not much of a problem. In early part 1, when out of shape, he could use the Sharingan for a few time, like some genjutsu and Suiton ninjutsu or Doton ninjutsu and Raikiri, then when he started to regain his shape he could go up on use 4 Raikiri + Sharingan. At the beginning of Shippuden he could use the Sharingan for an entire night while testing Naruto and Sakura. After that, he used 3 times the Kamui (one against a giant explosion) against Deidara. Then against Kakuzu/Hidan and against Pain he showed an even increased stamina. In the War Arc Kakashi could use 5 Kamui (one of the giant head of the Gedo Mazo) one after another and with perfect prowess, while at the same time he was using the Sharingan and some strong ninjutsu, as Raikiri and Raiden, for hours, before exhausting his reserves. Then, after coming back from the Kamui dimension in chapter 655, he used the Kamui for 7 times with exceptional prowess as well and in fast succession (Kamui teleporting in 655, Kamui on Gedo Mazo in 659, Kamui on Obito in 665, Kamui on Minato's Rasengan in 665, Kamui on Naruto, Sakura and Gaara's sand cloud in 666, Kamui on Obito in 666, Kamui on Madara's Onmyoton shield in 669) and also the Sharingan and other jutsu, even jutsu like Raikiri, when he was holding off Zetsu possessed Obito together with Minato. Now that he doesn't have the Sharingan anymore, he won't have to face the Sharingan, and especially the Mangekyo Sharingan, heavily draining his chakra, so he will be basically free to spam his high level Raiton ninjutsu and clones, and all his other ninjutsu, without having to worry much for his chakra.
Kakashi's genjutsu prowess is really high even without the Sharingan. Kabuto's genjutsu, and A rank jutsu, could put to sleep an entire stadium, and when some jonin level ninja breaked it, Kabuto praised it as the Konoha èlites showing their skill (

I've tried my best to regroup Kakashi's best feats and the best statements in regard of his general value as a ninja. Hope my work helps people to understand how strong and how skilled, he is very powerful even without the Sharingan/Mangekyo Sharingan. He can't oneshot people with Kamui anymore and loses a lot of valuable assets, so yeah this version of Kakashi can't compete with the strongest characters. But even this version is still very powerful, the 6th Hokage is a strong S-rank shinobi, he can fight and win against most of Akatsuki and most of other present and past kage... just not as easily as before, without Sharingan he loses hax and advantages in exchange of more chakra, so he has to fight even more tactically to trick his opponent. For example: vs Mei Terumi, he goes Doton underground to dodge Futton and Yoton while his clone fries the Mizukage with Raijuu Tsuiga, through her Suiton ninjutsu; vs Tsunade, he dodges her punches and kicks, feints her with a clone and cuts her head off with Raikiri infused kunai, Raiden or Raiton: Shiden; vs Onoki, he spams clones to avoid Jinton fatiguing the old Tsuchikage, and the instant Onoki is at mid range fries him with Raijuu Tsuiga that Onoki isn't fast enough to dodge and cannot stop with Doton; vs Hidan, he tricks him with a Raiton Kage Bunshin and cuts his head off; vs Sasori, he feints him with Kage Bunshin and stomps him spamming Raiton ninjutsu and other ninjutsu on the puppets and so on.
Don't understimate Hokage Kakashi, even if he hasn't Sharingan and Kamui anymore. His base skills are definitely very high, he is a great speedster and a master of CQC who can combo Raiton mastery with top notch feints and tricks to distract his opponent and land a fatal blow, thanks to his unrivalled battle smartness and his general ninjutsu versatilty and skill. It's a shame that we didn't witness him fighting, a misture of tricks, speed, not flashy but useful and lethal ninjutsu, it would have been amazing.
