Status quo: You must be atleast an S-class in posts to learn all techniques of the basic 5 up to S-class in RP
Suggestion: You can learn up to S-class but you can only use them in battle based on the rank you have.
Pros: Saves unnecessary spamming on the forum for members. Saves time for both teacher and student
Cons: None, if they use a technique beyond their rank in a fight, the other person can call them out on it as invalid.

This has absolutely nothing to do with spamming and saying that it will save time is a baseless statement. As I see it one person is in fact stealing the time of another by monopolizing a sensei for a longer period resulting in other people having no training at all. When someone can't learn higher ranked jutsu because his own rank is too low, he has no choice then to halt that training. This gives the sensei then the opportunity to teach someone else.
So yeah your statement that it will save time is completely baseless.
You are also going against the entire principle of playing RPG like these. A genin who just started RPing can suddenly learn all the jutsu in a specific skill from the get-go. It takes him over a year to finally reach the appropriate rank and then he doesn't remember anything anymore of his training. Having you do your training in steps automatically refreshes your familiarity with the skill and the jutsu. Also your RP activity would be highly concentrated with your system, while we prefer it to be more spread. This is a common principle in games, they only allow you access to certain skills, tools etc. when they know you have reached a certain amount of activity. The point is to keep you gaming.
So no pros and I see several potential cons.
I think the best way to legitimately decide this is through people's votes.

Hmmm no, the legitimate way to decide this is what I say about it, which is currently a no. I do not ignore polls, but they will never have any kind of overruling power in matters like these. Even if you would have 10 000 people vote yes and 0 no, if I do not see any kind of merit in it or don't see any solid argumentation, I will just assume 10 000 people smashed accidentally their heads on their keyboards and somehow voted yes and currently you have no solid arguments nor do I see any kind of merit in this.
Could you explain why it'd be a pain? I only see upside with this.
And this is the reason as why I don't accept polls. With many RP suggestions it's always like this, they only see good - and in most cases very dubious - points and rarely the bad points.
