, so its obviously a fan made website. Also with all Storm games Namco always give a formal announcement and no such announcement has been made.

It's possible, but it looks extremely fake.
Nowadays, anyone can register a website quite easily so it wouldn't be unusual if a fan has bought it just to spread false rumors. I find it hard to believe that CC2 or Namco-Bandai would decorate the website before the game is even announced; most companies just display a timer or the logo with 'coming soon' rather than go overboard with images.
It's most likely just a fan's attempt at getting some money from Namco-Bandai if they eventually announce Storm 4 and want the website domain.
