Jugo never had the Cursed Seal. The Cursed Seal was derived from his blood

Anyways, if Orochimaru is going to come out of anyone it'd be Kabuto

The curse mark was a kekkai genkai taken from Jugo and modified in such a way that it could be used by Orochimaru. We don't know how it was taken from Jugo, or how it was modified, only that Jugo was the first one to have it.

We can speculate all we want though.

Considering how much Sasuke used the curse seal against Orochimaru when he initially attacked him, i doubt it contains his consciousness, which is what Itachi sealed in the fight against Sasuke.

Kabuto needs Orochimaru's consciousness to revive him.
He obviously has his cells.

Unless you are Kishi you sound stupid trying to claim to know the direction the manga will take. The correct answer to this riddle of will oro return is possibly though unlikely, but i do hope Kishi brings him back. Oro was one of the greatest anime villains i've seen in a long time, way better than aizen(as far as villains go...calm down way too serious people, I'm not talking about if they fought each other) The dude is one of the most hated and reputable villains in most of mangas which is all the evidence i really need to say Oro was a great villain.

I think you could be right. "That someone" could mean another person, any person chosen, who was going to execute their "plan". Your insight, Chi No Kage, causes me to think of the scene where Tobi told Konan the following:

Good thoughts, perhaps if oro came back in that way he would be in control over the Edo's since he would have taken over kabutos body. It could make a really great twist too the whole madara situation, or perhaps instead of Oro gaining control perhaps all the edo's runs free uncontrolled, That would also make a sweet twist.

Tec, it is very possible. Oro was dormant in Sasuke and came out at the opportune time (from manga 392, starting from page 6):

Oro just may be inside Kabuto and come out just in time, too. We'll see.

right now the only person with the mark is sasuke

and oro isn't in the body of kabuto, because he is sealed in that jar and if you read kabutos flashbacks especialy the scene where he took the dna cocktails like a junkie, you would know that he took only the abilities and powers from the sound team and oro.
