Possible Reasons Why Kaguya Is Not Using Her Full Power

1.) Black Zetsu: We know Black Zetsu is Kaguya's Will, but does this mean that Kaguya doesn't have her own will and is only able to understand battle instincts? Maybe once BZ is taken down she will get back her will and fight for real.

2.) The Juubi/Holy Tree: We learned once Kaguya ate the fruit of the Shinju she obtained the Holy Power.

This Holy Power though must only be the Power of the Juubi itself. What does this mean? It means Kaguya isn't using full power at all because she hasnt absorbed all the chakra that has been taken by the Holy Tree, which is the source of all the strength she attained.

3.) Naruto and Sasuke: Those Yin and Yang Chakras are obviously valuable, but that chakra was originally Kaguya's. When she gave birth to Hagoromo and Hamura, she most likely didn't think her chakra will flow into her sons. I think Kaguya should take back the two chakras.

This panel helps further prove that because once they grew older and had even greater chakra than they were as kids, Kaguya must have planned to act as the Juubi and take back her chakra.

She does have her own mind, unless BZ has a dual personality (plot twist)
A full powered Kaguya has everyone's chakra, its pretty obvious we'll never see that unless we get flashbacks....

She doesn't have the heart to kill them because they resemble her sons. The sons she loved so much, she even cried when she had to fight them. She doesnt even want to kill them all she wants is the chakra back.
