That's what I thought too, but the Ten-Tails is ONE beast. It just has the power of nine so that doesn't really count.

There is no actual proof to answer this but since the beasts were sealed inside Gedo Mazo and were still individual (Tobi put them back in edo hosts) it might be possible to seal more than 1 in a living person, although that person must have something special, to be able to contain all that chakra...
