Is it possible that only the side of the planet facing the moon was affected by infinite tsukuyomi's light? If so then I think Kaguya's goal might be to use the Zetsu army that she creates to conquer the rest of the world.

The life was only temporary so logically if the light didn't wrap around the globe then only the side facing the moon at that moment should have been affected

She views the earth as precious though. Besides troops make it easier to keep ppl in line, as opposed to trying to be everywhere at once
