Possible Minor Plot Hole

In episode 4, Kakashi said that 27 students had graduate from the academy. However, there are supposed to be 10 teams with 3 shinobi each. What's the deal? Did the Hokage skip a number when he was forming the teams?

It's not really a plot hole... More of an inconsistency.

EDIT: There are only really nine teams anyway, Lee, Ten-Ten and Neji are not part of the rookie nine. They graduated a year before Naruto and co. did.

Oh ok, so it was a mistake then?

I don't think the numbering rolls over from year to year. If that was the case, then the Rookie 9 team numbers would've been a lot higher.

not a mistake, 9 teams and three graduates each equals 27 graduates that year
