Yeah it has to be from awakening both MS and not from having Amaterasu and Tsukuyomi, that would mean Obito (if he still had both his eyes) and Shisui could never awaken Susanoo because they don't have those two abilities.

Nice research, it would interesting one and unique abilities =D

Left eye: Rewind time for a little
Right eye: make time going in slow motion for enemy while you are going with normal speed
Both eyes: Sussano with power to make time going slower for enemy

Maybe just maybe,
