Not so sure about that. Madara had full control over his action, he just couldn't release the seal or do something that wasn't approved by Kabuto's will.

If Madara was under control by Kabuto, then he wouldn't be able to mock the Kages around. Because then he would act like Kabuto, while his personality was pretty much like "yeah i'm are free to do whatever the hell i want, let's troll the kages!"

ORO used a Kunai with a jutsu attached to it to control the Brothers.

So did Kabuto put that in all the Edo he have. . . or is he controlling
them through the Edo. [It might have happened but not been seen]

You underestimate kabuto, He most likely knew fully well Madara could break out..He ever told Itachi "You shouldn't be so impatient.. If you act now you won't be able to stop things that you could have prevented.."

Itachi didn't heed his warning and Madara was free
